They don't get Dex to damage, but they get an easy source of +4 to hit and damage and can then regenerate PP on kills.

True but that is still not an extra attack and ot sure if it is comparable to sneak attack.

Picking up green flame blade helps.

If you want 3e-style psionics in 5e, just create inferior versions of spells and use the spell point option in the DMG.
