Stampede (Ex): A herd of sohmien may choose to move as a group and literally run over anything of Large size or smaller that gets in their way, dealing 1d12 points of damage for each five sohmien in the herd (Reflex DC X half ). The save DC is Strength-based.

Frightful Herd (Su): When stampeding, a herd of sohmien generates an aura of fear. Any creature within 100 feet of any sohmien in the stampeding herd must succeed on a DC X Will save or be affected as though by a fear spell (caster level xth). A creature that successfully saves cannot be affected again by the same herd's frightful herd ability for 24 hours. The save DC is Charisma-based.

CL 5th? Not too serious, as these are pretty low level monsters... but then again, a party fighting that many of them is going to be at least of moderate level.

I just noticed a problem, though. With a Cha score of 6, the save DC for the fear is going to be 9. Should we remedy that with a racial bonus, or maybe give a bonus for each additional member of the herd after a certain number?

The original writeup only has AC 8, which converts to AC 12. In 3.5, even horses have a +3 or +4 natural armor, and a nightmare has +13 natural.

The spines are treated as +1 enchanted weapons

Use something similar to a unicorn? ("The horn is a +3 magic weapon, though its power fades if removed from the unicorn.")

Sohmien resemble huge horses with leathery, ashen hides and dead white eyes.

A nightmare "is about the size of a light war horse." Does that work here, too?

Looking good.

Spines already count as magic for DR purposes, but I'd like to go with the unicorn-like text instead. Same for the gore (with the attached spines).

Size and organization suggestions sound right.
Definitely CR 3.
Advancement: 3-6HD (Large), 7-10 HD (Huge)? It's a much wider range compared to the base, but I can't see these advancing to Huge at 4 or 5 HD.
