Breath Weapon (Su): 10-foot cone of ice shards, damage 1d4 cold, Reflex DC 12 half. Living creatures that fail their saves are tormented by frostbitten skin and frozen eyes unless they have immunity to cold or are otherwise protected. This effect imposes a –4 penalty to AC and a –2 penalty on attack rolls for 3 rounds. The save DC is Constitution-based and includes a +1 racial bonus.

Like! It sort of combines the effects of both the chromium dragon's breath weapons, plus the frostbrittle effect. Increase damage by 1 die rather than 2 (like white and brass), or use low dice (d4)?

I see you used the ice mephit for this.
 

I think I'd use small dice like d4 and also probably slow the progression of # of dice a little (maybe not all the day down to 1 per age, though).
 





Both the silver and crystal dragons have control winds, so that might be a decent choice here as well.

Other possibilities: Color spray, freezing fog, hypnotic pattern, searing light, sleet storm, sunburst...
 

And from the chromium dragon: wall of ice and ice shape (as stone shape but works on ice only). Since this is the most powerful Mystaran gem dragon we can give it a strong great wyrm SLA.
