And what about a quickened spell? is the spell still counter-spellable?

Nothing about quickening the spell specifically prohibits counterspelling AFAIK. However, it would be reasonable to require the counterspell to also be quickened and/or to require some sort of dex check, along with perhaps increasing the spellcraft DC.
