Can somebody help me out? Stuck at work, trying to update a PC, and my Unearthed Arcana is at home.

(1) Is total number of Action Points calculated with ECL or character level? I.e., a Half-Ogre (+2 LA) Fighter 3 / Barbarian 2 gets 8 AP or only 7?

(2) When buying off Level Adjustment for a +2, what level is the first buy-off, and how many XP does it cost?

1. www.d20srd.org says it's based on character level, so I think just 7 for the character

2. The first buyoff is at 6th level. The character must pay an amount of XP equal to (his current ECL -1) × 1,000.

So, a 6th level half-ogre (LA+2) has an ECL 8, so pays 7000 XP, making him a 6th level half-ogre with a +1 LA.
