Level 1 in a core PC class -> CR 1.

Stats array doesn't really change the CR, although a really heighten-stat creature may suggest the DM to give some more Xp, but not a full CR increase...
 

If I remember correctly -- doesn't the MM mention that the prescence of a PC class assumes the use of an elite array (maybe it's just for 'monsters')? So there fore not +1 CR for attributes...

Compare the stats with those of an Ogre, which is CR 2. If it's about the same, it's CR 2, if less, CR 1.

If the question is "Is this guy equal to a 1st or 2nd level PC?" then answer is "with 900gp gear, he' in between, but PCs IMC are built on better than 25PB, so closer to CR1". Likewise in EL terms 1 Ftr-1 vs 4 PCs is a moderate challenge at 1st & easy at 2nd, so EL 1 (though a tough EL 1). If you want an NPC elite-array Ftr-1 to be a moderate 25%-resource challenge for a 1st level 25PB party, ie a spot-on CR1 & EL1, better give him starting-PC wealth (150gp) in gear, rather than 900gp.

That's actually my question. Might have phrased that better, I guess... :D

And Li, the elite stat array does add a +1 to a creature's CR, that's the core of this question. It's in the advancement section in the MM.

Npc's tend to have a much lesser amount of gear and as such should probably be treated a scaling factor of CR lower than what they would seem to be otherwise.

But at first level npc's have about the same amount of gear. Still, elite stats are usualy what pc's get and a pc of level 1 is CR 1. Good enough ;)
 

Again, from the RSRD.
When adding class levels to a creature, you should give it typical ability scores appropriate for that class. Most creatures are built using the standard array of ability scores: 11, 11, 11, 10, 10, 10, adjusted by racial modifiers. If you give a creature a PC class use the elite array of ability scores before racial adjustments: 15, 14, 13, 12, 10, 8. Creatures with NPC classes use the nonelite array of: 13, 12, 11, 10, 9, 8.
When adding class levels to a creature with 1 or less HD, you advance the creature like a character. Otherwise, use the following guidelines.
So in other words, if it's a generic creature with up to 1 HD, its class levels replace its HD and you determine CR based on all class levels; i.e., CR = character level.

Sounds kinda weird, that you actually add +1 CR for the elite stat array only, if you can get a "class level for free" in addition, but well... :D
