Yeah, I'd say using the whetstone counts as basic maintenance, and put the DC at 5 (it's something practically anyone can do without screwing up). If you put it at 10, there's a good chance that slight Int-penalty characters will fail, and you might want to avoid that (e.g., even though Thog isn't very bright, he knows how to keep his axe sharp).
