Basically:
Looking at the list of pre-gen staves, if you pick one that has no more than 3 powers, and has a low-level 'primary' power compared to the others, then you end up getting not too bad a deal out of it when you compare it to carting around a bunch of scrolls.
If you make your own staves, then it's pretty easy to make potent ones.
So - stick to staves with only a few powers, that contain save-dependant powers. Otherwise just use scrolls or wands.
