Hold in hands? I'd say 5 in each hand (between each finger). Possibly 4 if you want thumb to have mobility.

Craft (bowmaking) makes arrows according to pg 254 of PHB (minor creation). They are complex items so DC 20.
Huh, I'm surprised they have such a high DC.

I think that kind of limitation should not be made. Because there is an epic feat called Improved Manyshot.

IMPROVED MANYSHOT [EPIC]
Prerequisites: Dex 19, base attack bonus +21, Many-shot, Point Blank Shot, Rapid Shot
Benefits: As Manyshot, but the number of arrows the character can fire is limited only by his or her base attack bonus (two arrows, plus one arrow for every 5 points of base attack bonus above +6).
Special: Regardless of the number of arrows the character fires, he or she only applies precision-based damage (such as sneak attack damage or the ranger’s favored enemy bonus) once. If the character scores a critical hit, only one of the arrows deals critical damage (character’s choice); all others deal normal damage.
Normal: With the Manyshot feat, the character is limited to a maximum of four arrows fired (when the character’s base attack bonus is +16 or higher).

So, a 60th-level character who has +20 BAB and +20 epic BAB bonus (+40 in total for this purpose) can shoot 8 arrows at the same time. He should be holding those 8 arrows.

Drawing is a free action. You don't hold all the arrows at once usually. When you Multishot (even Epic) you shoot all the arrows really fast as a volley attack.

okay i didnt mean in each hand, i meant in total. a quiver holds 20, but i presume it isnt full, so i mean how many can you hold at one time? a back pack is only 2 by 4 feet, how long is an arrow? and wouldnt they break if in there with other equipment? (for that matter how do you fit full plate in there...) and i will look up that page.

There is no rule for it and it is up to each DM. The same can be said for number of weapons you can carry in convenient position to draw.

Well, arrows are stored in quiver. I will rather try to imagine how many quivers can be worn and used (than to think about the number of arrows carried). Usually, in historical/fantasy arts and photos, an archer carries only 1 quiver. But I guess, say, having 2 quivers, one in your back and another in your loin, can be possible.

But any archer worth his spit would have a Quiver of Ehlonna. =v)
Besides quivers don't go in backpacks. Typically you see pictures of them on people's backs or legs.

while i agree with most of that, first level archers dont have magic quivers, and while you only have one quiver, you could store excess arrows in your bag. it seems silly to make a ranged-focused character have only 20 arrows, especially on long jounys

But you can buy multiple quivers . . .

Of course, 1st level archers are going to have a hard time crafting their own arrows too.
