Creating an artificer above 1st level

If you create a 9th level artificer, are there rules or guidelines (or suggestions) for how much stuff you get, courtesy of all the craft points you would have had earlier in your career?

As a guideline, I'd award a set number of xp and a set amount of starting cash. Item building can impact both of those resources, and I don't see any need to add craft points to the mix pre-campaign.
