This is an OGC-setting. Mind flayers would not be used. I thought to comment on that, but figured it wasn't worth the typing. Guess I was wrong.
We can certainly use other "replacement" monsters, like the ones in your's Iconic Monsters pdf, or the wonderful Undermind (IIRC) in Monster Geographica: Underground.

I think you're better off making it very clear to everyone that they must follow the OGL for anything that involved the setting. If not you're likely to find you setting in violation of the OGL.

How many "psionic races" leaves this us with?
As far as PC races from the XPH go, six (Dromites, Duergar, Elans, Half-Giants, Maenads, and Xephs). I would actually make the Scarlet Brothehood primarily Elans, and I'm sure Duergar will creep in somewhere. Can't see the others fitting in, but who knows.
Other monsters I associate with psionics include the Aboleth and Derro. The worm-like Puppeteer is a psionics staple, and with the Phrenic template any creature can be buffed to become frightingly effective.
The yuan-ti and mindflayers would be sorely missed, of course.

Phil's and Ari Marmell published the Iconic Bestiary with the express purpose of supplunting the closed races with OGC versions. We'll need to ask, but I think chances are high they'll bless us using their version instead. These include the Evil Eye (not-a-beholder), Ophiduan (not-a-yuan-ti), and the Phrenic Scourge (not-a-mindflayer).
My personal favorite, however, is the CR 15 Undermind from Monster Geographica: Underground, a massive blob that dominates and control minds of keen intelligence.

If we're hewing closely to the SRD, I've got a few (nonpsionic)monsters that might work & I'm willing make available. I will need to brush up their descriptions & such, however.

And...you snuck another post in there. I've got no problem with that plan, pending permissions.
