Or you hire a village for that. There was even a movie about such a thing, with Hugh Grant, "The man who climbed up a hill but came down a mountain" (or something like that). U was a cartographer who classified the village's mount as hill, so they broke out the shovels and started to pile up earth to make a mountain out of it.

Stone shape would also help.

You could always convince a dragon whose dieing to become a guardian of the area and turn into a mountain (dragonomican).

You may convince a dying dragon to become a mountain, but then, it depends what you want to do with that mountain. The dragon guardian will probably not want to be mined or built upon.

planar ally or lesser planar ally to exchange services with some sort of celestial or whatnot also asking an earth elemental lord politely wouldn't hurt.... no way i'd try to coerce something that powerful. they might get loose and do nasty things to me....
