I'm having a difficult time locating any other creatures to compare with. Of the "gigantic sea monsters", I've checked...

leviathan
ocean strider
sea drake
Oceanus dragon
dragon eel
siege crab

...none of which have the capsize ability. :\

I'm sure there are others...any thoughts?

really, dragon turtle is the only one? odd! well, a few of the Monster Geographica creatures did, but i guess dragon turtle might be the only WotC creature that does. given that a dragon turtle is only Huge, do you think it would be a good idea to increase those numbers?

How about this:

Capsize (Ex): A submerged verme that surfaces under a boat or ship less than 20 feet long capsizes the vessel 95% of the time. It has a 75% chance to capsize a vessel from 20 to 60 feet long and a 50% chance to capsize one over 60 feet long.

I think that the less than 20ft chance should remain 95%, because there's always a chance... Of course, I also think that a successful Profession (sailor) check should avoid capsizing. I just don't know what the DC should be.

I haven't snagged Stormwrack yet (I plan to try tonight...my FLGS closed early last time), but it may have something with that ability.

Still, I think Demiurge's proposal should work just fine.
