Crit modification level 12 and lower?

Are there any powers of level 12 and lower that modify the critical range (i.e. crit on nat 19 & 20 instead of just nat 20)?

Thunder Smite (paladin 7) can do so if the target is marked. That's it as far as the PHB goes.

Divine Oracle's Prophecy of Doom (level 11): Critical on a successful hit.

Radiant Servant's Illuminating Attacks class feature (level 11): 19-20 with radiant keyword.

Paladin's Thunder Smite (level 7): 19-20 vs marked enemy.

Daggermaster's Dagger Precision class feature (level 11): 18-20 with daggers.

Warlord's Sunder Armor (level 7): cause target to suffer criticals on 18-20.
