Critical Hits - what is maximised?

Any dice you would roll if it wasn't a crit are maximized instead. Any dice you add because it's a crit are rolled and not maximized.

It's as simple as that.
 

PHB 278: "Rather than roll damage, determine the maximum damage you can roll with your attack. This is your critical damage." Meaning that all dice you'd normally throw if the attack hit, but wasn't a crit, is maxed. SA/Quarry again would be damage you'd normally roll for on a hit.

As was quoted before against the idea of maxing SA/Quarry:
"Extra Damage: Magic weapons and implements, as well as high crit weapons, can increase the damage you deal when you score a critical hit. If this extra damage is a die roll, it’s not automatically maximum damage; you add the result of the roll."
This is the only damage NOT maximized, so sneak attack/quarry would be maximized. Magic weapons, implements and high crit weapons are the exceptions to the general rule that everything is maxed on a 20-roll.
General rule < specific rule , so
General rule: "all damage maxed"
specific rule: "magic weapon, high crit and implement damage isn't maxed"
everything else is, including Sneak/Quarry.
