I fully intend on using this character as an NPC in an upcoming adventure and would like some feedback. What are your thoughts?

About the only thing I can see wrong with it, and you may have a perfectly good reason for the character to have this many spells, is the list of spells.
At level 1 Wizards get all 0 level spells as well as 3 Level 1 spells +1 spell for every plus in Intellegence. So if you had a +4 bonus to intellegence you would get 4 additional level 1 spells. That's at most 7 level 1 spells. Then there's 2 spells added per level increase; so thats 9 total level 1 spells known at level 2. I counted 13 level 1 spells on the sheet, and another bunch of Level 2 spells.
There's no way that a level 4 Wizard would have that many spells unless they copied them from another Wizards spellbook or a scroll. There's rules for scribing spells from one spellbook or scroll to another in the PHB I believe. It costs 100 (I think) of gold per page; minimum 1 page, and spells are 1 page for each level of the spell.
Over all, not a bad character.

Ah, a demonstration of how not to construct a character.
Far too few magic items. Unless she's down on her luck. At the least she should have shedloads of scrolls and potions.
Her feats also bite. Still Spell is next to useless at her level of spellcasting, unless you give her Automatic Still Spell (yes, I know it's an Epic feat, but she's near Epic). Why not give her Weapon Mastery instead?
Her full Dex bonus isn't usable in that armour. Mithril Elven Chain +5 might be more appropriate (10 pts Armour Bonus, 6 pts from Dex). Further, in heavy armour, her rogue abilities don't function. Ligh armour would also mean she has a decent chance of casting spells in armour.
Why has she got Tower Shield proficiency if she's using a 2H sword?
No backup weapons.
At L18, I'd expect an Inherent Bonus or two.
Is the BAB right? Shouldn't it be 15/10/5 rather than 15/10/5/0?
I could go on.
