Savage Worlds can be crunchy if you want to play it that way, and Jodi and Clint Black are working on a "Fey in LA" setting over on Patreon – a setting using the Supers rules to play various fey in 1920s LA.

Radiance is great, the production standards are off the chart as the author is a professional publisher. I don’t personally get 4e vibes from based on reading (never played it). But a lovely thing to have in the collection.
I wouldn’t consider it ‘Urban Fantasy’ in the archetypal sense either. It self-describes as electro-punk IIRC so is closer to Eberron in feel, while being its own thing. It gives some Girl Genius vibes in terms of the way magic and society interweave, though it plays it totally straight.
