The wording doesn't rule out that you activate it cost-free after you become shaken, IMO thats to great a benefit.

Is it once per encounter, once per day or no restriction?

I think the various "Cumbrous" feats come from Savage Species.

Once your shaken, being hit by another shaken effect makes you panicked, as fear effects are cumulative, so multiple uses are ill-advised.

One minor quibbile -- it's shaken, then frightened, then panicked.

These are not good things to be.
