General rule of thumb, never give out an item before the party could use Item Creation to make it themselves.

Or give it out when they're able to afford buying it (using the average money per level).

The boots are worth 6000gp (errata) so that makes it 5th or 6th level I think.

I believe the errata price you've listed is for Boots of Striding and Springing.

DMG lists Boots of Speed at 8000gp and they are worth every penny of that (maybe more).
