D&D General Curse of Tiamat/Rage of A Dragon Queen

So thinking about a campaign with a Dragon as a villain front and center lije Strahd.
Im thinking of making them a child of Tiamat. Stat wise red dragon or silver or gold but make it a prismatic dragon. Instead of 5 heads the Scion can change breath weapons after a long rest.
. Anyway evil has won the Kingdom is ruled by Tiamats scion or puppet ruler. Divine right here means Tiamats church.

So I've got a rough idea. But it's hard having a Dragon BBEG that can interact with the PCs a'la Strahd. Any ideas? Prismatic shapeshifter Scion of Tiamat?

Does the BBEG have to directly interact with them? Can they have a proxy? What levels are you talking about here? Can an interaction be one sided? I feel like this image could become the inspiration for a first interaction with a Scion of Tiamat. The dragon crushing the resistance (aka a gold dragon) before them and demanding fealty (or similar).

My players would likely attack most things that approach them that looks like a bad guy. Maybe some sort of figment or Harry Potter letter that animates and then catches fire when read. Skeleton dragons that act as a mouthpiece works or lowly goblins that grovel to the PCs for help before coming under a trance and mouthpiece the dragon's wishes. This way you can make the players angry and they cannot directly act against the BBEG. The goblin idea also lets you insert information like a NPC to guide the players if they are lost.

Probably starting lvl 3 going to 10-12.

Adult red dragon CR 17 maybe 18-19 if DM special.

Hmmn kinda like Mass Effect 2?

Projection/possession hmmnn. Maybe incapacitated in sone way.

Knights of tiamat on young dragons is also a thought.
