It is efficient game design to have a single list of spells for a given domain. Thus any deity with the portfolio of fire, regardless of other domains or of alignment, will grant these spells:
1st—burning hands
2nd—produce flame
3rd—fireball
4th—wall of fire
5th—fire shield
6th—fire seeds
7th—elemental body IV (fire only)
8th—incendiary cloud
9th—elemental swarm (fire spell only)
But suppose different deities of fire granted different fire spells? An evil deity of fire might portray fire as a destructive and painful thing, while a good deity of fire would portray it as yielding life-giving warmth, as a tool of purification, and as useful for cooking nutiritious food. So might two deities of far different philosophies grant different domain spells to their clerics? One cleric of a fire deity might have Wall of Fire for a 4th level domain spell, while another might grant Fire Shield (warm shield). A fire deity whose favored weapon is a bow might prefer to grant Flame Arrow instead of Fireball for a 3rd-level domain spell.
Out of the Core Rulebook, Advanced Player's Guide, and Ultimate Magic, there ought to be enough variety for unique spells at least half of each domain list for every Pathfinder list. And if there is not, then more could be created.
