unfortunately the power's level is not in the character's file and I haven't been able to find a comprehensive power list online so I'm not able do that from character load.

I played with this some today. There are Level tags later in file, that contain RulesElements, where the powers are referenced for a 3rd time. I thought it would be possible to find all the elements of type=power, then crawl up the parents to find a type=level, then save the power and level in a dictionary. Then when reading the PowerStats section, check to see if I found the level.

However - most of my wizard's powers are listed under spellbook, which is under level 1. The whole scheme is broken. I can only assume you could get the spell info using the ref url - if the user is a DDI subscriber.

If I ever meet the person who wrote this stuff I'm going to kick them in the nutz.
