Yes, it is. In this case, the fire resistance is an intrinsic or magical property of a material (that material being tiefling flesh).

HPs are an abstraction, though, while GPs are a thing that physically exists in the game world.

My character literally has 27 pieces of actual gold currency in their possession. They don't literally have "27 Hit Points."
 

I don't third McGyver would be any different if he had an extra $20 to work with.

That's the real issue here, I think. This is a gamist mechanic. Some people see a problem with that, and some people don't. Nothing wrong with either point of view, but they're definitely at odds.

I see your point and I don't particular like it myself. 20% discount on crafting cost which als reduces crafting time would be way preferable. But I refuse to hyperventilate before reading the actual rules on that matter. Not some web contentent creator paraphrasing rules.
We already have enough hyperventilating because we did not see the full rules of the ranger.

But the feature doesn’t require them to negotiate. They just get the discount, no questions asked.
Explain how purchasing an item is NOT an action PCs takes in the world?
Purchasing an item is an action the PC takes in the world, but normally when you purchase an item, the vendor sets the price. What action does the PC take in the world that results in the price decreasing?
How would they get a shovel if they did not take any actions?
Getting the shovel is not what’s at issue. Getting to pay less for the shovel than anyone else would have to is the issue.
