Almost every conventional Deity in Eberron might be an incarnation of one of the Sovereign Host or the Dark Six. Vulkoor might be the Mockery of the Dark Six.

I had the thought that Vulkoor might actually BE a real member of the Dark Seldarine, but the Mockery stole his identity in eberron, where Vulkoor doesn't exist.

Such identity thefts about deities are not unheard of. Lloth stole Zinezerina's identity (Drow Goddess of murder, chaos, assassins ambushes, and humiliation) in FR. Shar stolen Ibrundel's identity in FR (he was human God of the Underdark, and I think the Sundering raised him from the dead), Isis assumed Ishtar's identity when Ishtar left, a bit with Ishtar's permission, and with an incarnated mortal form of Ishtar as a gift to Isis, there are other examples of divine identity theft.

I'm curious does Vulkoor now count as a member of the Dark Seldarine now? Is his worship not exclusive to eberron anymore.

Note that they didn't talk about just the Dark Seldarine, they talked about the drow pantheon. That means all the drow gods, from any world. Looking at the 3 deities mentioned by Crawford, Vulkoor is included because he is active in Eberron; Eilistraee is included because she is active on Toril (she doesn't have influence outside of Toril); Ghaunadaur is a drow deity on Toril, but he's more than that outside of that world (since he's basically an aspect of Tharizdun).

The Dark Seldarine is a synonym of drow pantheon only on Toril, that doesn't mean that other drow deities can't exist outside the Dark Seldarine in other worlds.

The Dark Seldarine is simply the name of the Drow Pantheon period and the Dark Seldarine do not only appear on Toril, it appears on other worlds like Greyhawk as well, although the membership varies from world to world just as the regular Seldarine does.

In Greyhawk the Dark Seldarine consists of Lloth, Ketopo, Zinzerena, and Kiaserlee, in Faerun it consists of Eilstrea, Selvatarm, his father Vhaerun, Kiaserlee, Ghaunder, Lloth, and briefly before Lloth killed the Faerun version of Zinzerena. Also for a brief time Malyr who was a Lich who became the Drow God of Wild magic before Talos ate him and Mystera then forced Talos to give up the role of God of wild magic.

I've only seen the name Dark Seldarine mentioned in FR material, but that's what I meant in any case. The Seldarine is a multiversal phenomenon, the Dark Seldarine derives it's name from the Seldarine, so it's reasonable to expect that the Dark Seldarine name while universal, would be common in any crystal sphere that both Pantheons are present, driven by the same forces that lead to those in FR calling the Drow Pantheon the Dark Seldarine.

One thing I want to know is will there be a Shadow Seldarine between these two Pantheons?
 

The Seldarine is a multiversal phenomenon, the Dark Seldarine derives it's name from the Seldarine, so it's reasonable to expect that the Dark Seldarine name while universal, would be common in any crystal sphere that both Pantheons are present, driven by the same forces that lead to those in FR calling the Drow Pantheon the Dark Seldarine.

Yeah, that pretty much goes by itself, but I've only seen the name Dark Seldarine appear in FR supplements. That said, it's mostly irrelevant. It's just a name.

One thing I want to know is will there be a Shadow Seldarine between these two Pantheons?

Eilistraee is the only goddess that could fit that spot (unless they create new deities or change existing ones), but one of her prominent traits is her having chosen to be drow and one of her people, so she's pretty much rooted in the Dark Seldarine camp (even more so because, while the Seldarine are technically her allies, their relationship has been said to be a strained one).

Vhaeraun could fit too (he does want elves and drow to be united, just like Eilistraee), but he too is very dedicated to his whole "the drow will claim their birthright" thing, and he is hostile to the Seldarine, so I don't see that happening bar deep changes.
