[D&D, character creation] Am I doing this right?

So we're going to start a Planescape game soon... my one friend is going to run, and we're currently making our characters. I conned him into letting me play a Dragon, since I just got the Draconomicon. He said I can be 12th level, so I decided to make a Gold Dragon, which has an ECL of 12. Yeah, no levels yet, I know, but some cool dragon stuff. And here's my question. As an ECL 12 character with no class levels, are we correct in assuming that I don't get any starting gold or equipment?

I'm pretty sure that you would get the starting equipment of a 12th level character.

MeepoTheMighty is correct. You get starting equipment as a character of your level equivalent.
