I could be wrong, but I think that DDI was still being built when Silverlight end of life was announced. I remember being surprised that Silverlight was the chosen platform rather and a Web app.
I did some digging. Microsoft announced the end of Silverlight support for Internet Explorer 11 in July of 2019. That must have been when they decided to start winding things down.

You are probably correct, note that usually, an announcement of end of support means, no more bug fixing and security patches will stop at some future date, a number of years in the future, to allow migration to other systems.
But from memory they had announced before DDI even begun that Silverlight would no longer be a flagship product and that it was being replaced.
 

so that DDI sliver is D&D Insider! I confirmed with Ben. It didn’t shutdown till 2020.

4e made WotC nearly $300 thousand in 2019 with just DDI.
I bounced off of 4E pretty hard personally, but it is quite clear that most other companies would kill for 4E levels of engagement in 2019...fully 7 years after the line ended.
