For whatever reason, MEG gets left out of several issues of PREVIEWS. I'd look into seeing what's up, especially if you have to pay to get listed...

But wait til the actual catalogue comes out on Wednesday so we know for sure.

It, like all of the Horizon books, will be a standalone game. However, as with all things d20, it'll be a lot easier to pick up and throw a quick month-long campaign together if you're familiar with the PHB.

Our goal is to use the PHB as a template, as we feel that more players are familiar with that than the d20 Modern rules. The game will certainly incorporate mechanics and ideas from the SRD Modern, but it is not at all necessary to own or know the d20 Modern rules to play (and we will not be using d20 class mechanics, ie, the "strong" hero, the "fast" hero, etc.).
