D20 Modern Question

I can't find anything in the D20 Moden RPG book about players being able to speak an additional amount of languages based on their Int modifier. Was this rule not carried over from DnD to D20 modern?

The rule was not carried over. Learning languages requires skill points. You can use the Linguist talent to make things easier, but it doesn't really let you carry a conversation.
