Those are some weird Mind Flayers.
Their facial tentacles are purely cosmetic, the brains they pull out of others continue to function normally, they can all fly, and they can all hop to any and all dimensions in the campaign with a move action (making them almost impossible to capture).
Honestly, I'd go with something more like the following:
Mind Flayer Template (94 pp) PL 7+
+8 Int, +6 Wis, +6 Cha
Feats: Improved Grab, Improved Initiative, Master Plan
Powers:
Additional Limbs 3 (four facial tentacles),
Drain Intelligence 5 ("Brain Extraction"; Power Feats: Improved Grapple, Flaw: Limited to grappled target [-1], Extra: Linked to Disintegration [+0] -- Disintegration 5 [Extra: Linked to Drain; Flaw: Touch Range [-1], Limited to grappled target [-1], Limited to 0 Int targets [-1]], Limited to disintegrating creature's brain [-0])
Stun 7 (Extra: Alternate Save [Will] [+0], Area Cone [+1]; Flaw: Touch Range [-1])
Nullify 15 (all Magic effects; Extra: Power Resistance [+1])
All the essential mind flayer abilities in a template easily added to a base type of character (any of the NPC types in the back of the books, or any other neat character you think would be a good mind flayer). The creature becomes at least a PL 7 (if they weren't already), and is a brain eating horror that can coup de grace a helpless foe by eating their brain (disintegration of the critter's mind). The facial tentacles can be used for a wide variety of purposes, but are less precise than a main hand (-4 off-hand penalty). The feats represent a creature used to struggling prey, and the creation of long-term plans and carefully executed stratagems.
