I was intruiged by your nefarious hints to this top secret eyes-only super-duper confidential project in other threads, then you go out and actually give a quick peek under the wrapper, and I'm now chomping at the bit to get a look at something that I know exactly 3 words about.

And like Pierce said, we've done 1) and 2), and a pulpy-WWII-Supers occasional campaign (thanks again Chuck for the wonderful Vigilance product to work with in this) which has it's own Story Hour now, and I echo his comments on the above campaign models.
Here is something you can think about also; in D&D I did a several session one-off that was essentially a small crew of career criminals working in a large city similar to Renaissance Venice, only darker. They weren't psychos, just working cracksmen, thugs, etc. To keep it easy and light, each session they would roll a die to get a random 'mission' or job to do. I tried to string a little story behind the jobs to help add a touch of continuity and mystery, but basically they had great fun running about and doing not-so-nice things to even worse people than they were. I've thought of doing a Modern slant on that, basically a Soprano's campaign, and thought it would be great fun; run a crew that takes orders from an underboss to do relatively mundane tasks and occasionally gets caught in the middle of something bad.
