Who's doing the bar-setting? I'm not sure I udnerstand.

I don't think wishing for an authentic Sumerian d20 supplement is setting the bar too high or too low; I don't see any bars invovled. :) Historical gaming has simply never been very popular, so I don't see that it would be that big a success, no matter how well written. That's all.

Ah, matters become clearer. Now, who said anything about a big success? What about something that's merely bigger than you expected?

I have a feeling that a book with such a narrow focus would be tough for most publishers to take a chance on. Maybe you should shoot the idea to one of the pdf-centered publishers, Mythus? Otherwise, I doubt you'd see that type of product without any magical or expanded fantastical elements.

The best chance I, as a gamer and publisher, see for such a book would be to tie it up to work with Green Ronin's excellent historical Mythic Vistas titles, such as Testament, Trojan War and the upcoming Eternal Rome. These already have a fan base that you can tap, and even if it doesn't have GR's logo on it, if the systems mesh (and the content of these books is pretty much all OGC) then it's just a matter of building awareness. These books DO have fantastic elements, though, so that may not be 100% to your liking, but it does represent the best chance for such a book.

"Bigger than I could ever expect" is a pretty tall order, and implies a great deal of success. I don't see why anyone would read this and think, "Well, I'd expect it to sell two copies, so if it sold four copies that'd be bigger than I would ever expect." You're engaging in semantic tomfoolery. :)

The real point is, if you want to see such a supplement, go ahead and write it. That's the beauty of the OGL.

The drawback is that whatever they write and release publicly is fair target for criticism, regardless of whether the writer is an amateur fan or professional.

Such is the nature of allowing one's work to be read by more than just oneself. :)

Hey, I just want anyone who aspire to be game publisher should know that before getting a swell head and ego. If you can dish it, you can take it. ;)
