I think the big reason is d20 Apocalypse covers a far more focused topic/genre, and d20 Past tried to be more than it could be in the same amount of space. Most of the complaints I've heard about d20 Past are about what's not in it rather than what is. Perhaps if d20 Past was presented as d20 Future was - a 224 page hardback - the buzz might be different.
I liked d20 Past. My biggest complaint would be using the nonlethal damage system from D&D rather than the one presented in d20 Modern in the overland movement rules. That and no rules for horse drawn vehicles- stagecoaches, Hansom cabs, that sort of thing (yes, one of those what's not in there complaints, I know ).
