From what I gather, that's exactly how it's going to be handled. Much like D20 Future.
A load of crunch & only 8-10 pages of fluff for the campaign ideas. Much like they did for Future. In that, each campaign idea got between 2-4 pages of fluff for it....

Ever since i saw that image above i have been thinking about a Weird War II camapaign. Or maybe even a Weird Great War a la Arrowsmith (from DC comics) with a little Anno Dracula thrown in.
