Actually, as stated, i did go for it with all static npc scores for quite some time with good redults and more player focus without a hitch so, thanks i guess for that vote of confidence.Then go for it, make every roll opposed and see how long and slow your combats become. Or, remove all opposed rolls and replace with passives. Neither are going to break the mechanics.
The way it is now is a compromise.

At its core, players do in my experience tend to enjoy being the active element in the determination of success fail, more than the passive.
