Dailies and Misses

I couldn't find a thread with this specifically, so I'm gonna ask this now..

Some dailies have miss effects, but I find the inconsistencies in the Miss line confusing.

Lets say we have two powers, both doing Damage+effect. But then the miss line comes in;

power 1: Miss: Half damage, no effect.

power 2: Miss: Half damage.

My question is simply this. Do I get the effect for the second power also on a miss?

There are many instances of this where the miss line doesn't include effects that the power would have caused on a hit. But then there are an equal amount where the miss line specifically includes the effect (or lack there of).

Is the miss line everything that occurs on a miss, or simply what is changed from the Hit line?

For sanity, let's reserve the use of the term 'effect' to mean the effect line of a power, rather than 'other non-damage effects'. Let's call other effects conditions, or extra effects, or something.

So, to spell it out- when you hit, you apply the 'Hit:' line.

When you Miss, you apply the 'Miss:' line.

In either case, you also apply the 'Effect:' line.

If something's not mentioned on the 'Miss:' or 'Effect:' lines, you don't apply it if you miss.

Power 1:
Hit: 1d6 and blinded.
Miss: half damage, not blinded.

Power 2:
Hit: 1d6 and immobilized.
Miss: half damage.

Does the absence of immobilized in the second power's miss line mean that the target is still immobilized?

If you only apply what is in the miss line, does that not make the "not blinded" in power 1 redundant?
 

They changed they way of writing these miss lines when PHB2 came out. That's where the inconsistency comes from.

The target is not immobilized.
