Damage and Static Bonuses

Im a bit confused. When a power says Hit: x[w] + Strength Modifier Damage + x damage to adjacent targets (or +1d6 Con Mod Dam.), would you add the static bonuses, such as for Weapon Focus, Implement bonus, Weapon enhancement bonuses, etc, to the secondary damage. Or are static bonuses only applied once?

I also read somewhere that even on Secondary Attacks, static bonuses (unless otherwise stated) are not applied, is this true?

Static bonuses are generally added to damage rolls. So if a power deals damage to an adjacent target that is _not_ a roll, they are not added. If it is a roll, they're added.

Example: Cleave deals Strength, so does not get bonuses added. Fiery Bolt is 1d6+Con, so gets all bonuses added.

Ah. Thanks thats good news. I was adding the static bonuses when the secondary damage was expressed as a die, but not when the secondary damage was a static bonus.

So I take it that static damage bonuses are also applied to Secondary Attacks when the corresponding damage involves a roll?

Do take care with attribute modifier damage bonuses - you only get them if the power (or some other source) says you do.

When starting 4th ed., my gaming group thought that if a power used strength (or wisdom, etc.) to hit, you automatically got your strength bonus (or wisdom, etc.) to damage. Now, while most powers are like that, the power specifically needs to say that - it wasn't until we were pondering over why there was a ranger encounter that seemed to act just like twin strike that we figured out that twin strike didn't get Str to damage (and the encounter did).

So, for example, Chaos bolt gets Cha to damage for the primary, but not the secondary.
