There would have to be limits on character creation of course as clerical magic should probably not be around and arcane spellcasters would be pretty rare. maybe they were all lynched by mobs who thought they were to blame for the undead plague...

Play Midnight... in the campaign setting the Prime is cut off from the other planes. When people die their souls have nowhere to go so many times they rise again and become the Fell.

FYI they come in non-glow in the dark as well (although who would want that?!?!?).

I don't know about you, but my cursory study of lynching indicates that logic rarely enters into the picture.

My cursory study of human behaviour in the midst of relentless zombie attacks reveals much the same thing.
