Deadly Trickster's Control: First of what?

When the Deadly Trickster is using Trickster's Control, what is the "first attack roll" first of?

a) First attack roll of an encounter

or

b) First attack roll for that particular encounter or daily power (thus if you use the power and don't expend the encounter or daily power, you won't get to save it for a third time even if you also roll an 18-20 the second time you attack with it).

or

c) First attack roll of any of a set of encounter or daily powers (thus only letting you save one power a day, as opposed to potentially saving each different power, once per day, if you are lucky with your attack rolls.

And if you use a blast or burst and make multiple attack rolls, do you you have to declare one of them the "first" attack roll before rolling them all (as opposed to rolling a lot of d20 simultaneously vs all the targets in a burst or blast)?

None of those. Well b) sort of.

Each time you use a power you check only the first attack roll you make with it.

This prevents you keeping a power that lets you attack multiple enemies too often.

Edit: Oops missed the second part of the question - the first attack roll is the one that you roll first. Really the ability could say "When you use a daily/encounter power roll a d20 on 18-20 it's not expended." The RAW give one fewer die roll
