My Eberron is a bit rusty, but isn't there two Dragonmark Houses all about security, plus the Dwarves into banking? I like the tables above, but definitely you need to factor in the Houses.
Maybe have a second roll based on the value of the goods targeted. Or have a modifier that the player can set. The higher the target value results in a larger the modifier to fail, and that modifier is also used in another roll to involve the Houses. Since the Houses are national (really International) they really could get into some deep scat at the end of the day.
In other words, some fun adventures for the GM to come up with. And do not sweat it if you did roll something bad - you do not have to instantly derail the campaign. Its even better if the player/PC lets their guard down and you hammer them at the Worst Possible Moment (tm).
