I have been enjoying the developement of the D20 Middle earth resource but I noticed one minor thibg that was bugging me.
In order to keep the attack/defense ratios in order shouldn't some sort of Defense Bonus system be used?
The seems especially important as a lot of charcters have neither armor nor magic defenses (In the fellowship alone Sam, Aragorn, Pippin and Merry until the Two Towers and Legolas afaik)
I would suggest using either a system from Wheel of Time (with the Armor Compatability intact if desired)
or this system adapted from the Grim N Gritty Rules (by Ken Hood)
If you will pardon my crude recharting

IMO for Middle Earth class BAB should roughly equal defense bonus although you may want to give Istari (not necessarily all magicians) medium defense and Rogues, high
