Maybe he wasn't created at rank 0, level 1 and then advanced. Maybe he was created via seperate processes at each of his incarnations, in order to make him a good adversary or ally for characters of that power level?

Okay that makes som sense.
Okay the book also talk about character becoming gods. Not lets say a DM would progress his players into godhood. I you read Imhotep, who is an ascended human. His Abilities have increased to the mentioned ability rule. Yet the book mentions nothing about what happens to a character who ascends. So they should continue with their normal ability scores. So Basicly an ascended human would never be able to get to the same ability scores as an original god at the same power level. Since the only mentioned way of gaining ability increaseses is by Character levels.

So we can conclude some things about this:
1. WoTC claims they have made rules for gods, and yet the forgot to follow them when creating the gods. Throwing those of us who disect their stats into complete confusion.
2. WoTC forgot to mention an essential rule regarding the ability scores for gods. The Base 24 + 21 Distributed randomly + 1/Divine Rank. Making it pretty hard using the book to create your own gods.
3. WoTC forgot to follow their own rules.
4. WoTC forgot to follow their own rules. (Intentional Repeat)
5. WoTC mentions briefly about character ascension, but nothing finite, as if you add X divine ranks... Such and such happens.

OOOhh here is a good one in the web-enhancement the beggar god is mentioned to have Dark Vision under his Outsider Traits. And one of the first things mentioned about a god in the book is that even though they are outsiders, they DO NOT have darkvision.
