Delay Death?

This spell is from Races of Destiny as part of the Destiny Domain.

My question is does it actually allow someone to function normally until the spell wears off, or, once they go to -1, will they then be unconscious, though unkillable until the spell wears off? If the latter the spell doesn't seem very good.

No, it does not allow the subject to function normally at negative hp.

The spell does not prevent the subject from entering the dying state by dropping to -1 hit points. It merely prevents death as a result of hit point loss.

The spell is intended to keep the subject alive until someone else can stabilize him, not turn him into some kind of unstoppable machine (which would be utterly broken for a 3rd-level spell).
