I'd say on purpose. Con and Wis are two of the most generally useful stats; HP and Fort/Will saves are a pretty good deal.

We can see they used the same reasoning when deciding what item slots to use for Cha and Int stat boosts... wait, no, they just took it as yet another opportunity to screw sorcs compared to wizards. :)
 

I agree it is purposeful, even though many older items do not fitthe ruels exaclly, butthen again, the holdover spellcasting system and magic items systems ae the parts I dislike most about 3.5
 

Total Legacy. IIRC Monte had a quote floating around saying it was going to be something else but it escapes me at the moment.

Honestly the body slot affinities are so messed up it's silly. I've always preferred "Does it not sound stupid?" rule.

I like the affinities (I=DM), but you have to be flexible with them. Is +2 con physical improvement or protection- yes to both in my book. If my players can make a decent argument, then sure. The affinities rule gives me extra leverage in the "does it not sound stupid?" rule.
