To get back to the initial question...

Don't forget that detect evil does'nt have a target per se, but rather an area (60 ft. coneshaped emanation). That means the one detecting evil does not have to look/stare/ concentrate directly into the direction of the to be detected person, what will make it even harder to notice. He can seem to look/ stare/ concentrate at a picture on the wall and still have the actual target in the area of effect.
