D&D 5E Determining the spell on a spell scroll

How does one determine what spell is on a spell scroll? I know it is a level 1 spell from the table result, but not the class or actual spell. Am I missing a table somewhere or is this just supposed to be a GM call?

I just flip to the PHB and roll randomly for spell list and then spell, weighting towards Cleric and Wizard.

There are no tables to randomize spells.
