How would a party go about turning I diamond into diamond dust?

They have a diamond of the correct value, and assume no loss.
They're in a dungeon so they can only use stuff they have and stuff they can find.

This is exactly true. Breaking & shattering diamond is no big deal, due to what is called "perfect cleavage."

(Let your inner 12 year old revel in that for a minute.)

It is cleavage that lets gemcutters "cut" diamonds- they hammer it with precisely measured, planned strikes at calculated angles.
