I tried to base it as closely as I could to Bull Rush, one of the few non power options left.

If you wanted to simplify it further you could even drop the +1 from two handed weapons.

The problem, once you realize the npc/monsters to hit numbers are ad hoc you could go beserk trying to recalc an unarmed attack. My suggestion, just change the damage dice.

I would also suggest a feat, Similar to Powerful Charge that would give a bonus to this ability.

• DISSARM: STANDARD ACTION
o Target: You can cause a target adjacent to you to drop what it is holding.
o Strength or Dexterity Attack: Make a Strength or Dexterity attack vs. Fortitude or Reflex defense. Do not add any modifiers for the weapon you use. Instead add +1 to your attack if you wield your weapon two handed or use both your hands unarmed in the disarm attempt.
Hit: The target drops one held item (your choice) in its square.
o Special: The defender gets +1 on its defense if it is holding the item in two hands.
