It's possible that anyone from Alba or has recently traveled to Alba would know Colin. Otherwise, since this is his first trip outside his homeland, I doubt he could have met the other PCs.

Colin could meet someone on the way from his teleport circle to wherever it is that we meet up for the start of the adventure.
