I think the game CAN focus on exploration, and this is the way players are often awarded xp, through discoveries as opposed to combat. I think that alone takes a paradigm shift. my numenera PC spent time learning to decipher some ancient runes, so that would be a linguistic discovery/exploration.
I think combat is going to be a part of most rpgs, and so it becomes a standard element, but there is room for lots more exploring (what is that, and how do we get in there?), puzzle solving, and the factor of your characters learning about the ninth world.
