Disease ... er ... Crafting?

Recently the idea of a Disease that did Cha and Int damage (but only for the purposes of Spell Casting, ala Spell Prodigy) occured to me.

The only problem is I am unsure to go about making it. (ie, I don't want to simply have it there)

I was thinking Epic Spells, but not really being well versed in them, I was wondering if someone could point out what seeds I would need? (cause I sure as hell can't figure it out.)
